Deputies complained a severe staffing shortage resulted in poor treatment, including canceled sick calls and inmates not receiving pills.

In one case, an inmate received a high dose of the wrong medication. County officials acknowledged the lack of adequate staffing, especially among nurses. But they also blamed problems on lack of access to patients because of a shortage of deputies, which sheriff's officials disputed. Since then, progress has been made on both sides, officials said. The county recently approved higher salaries for nurses, which has helped cut vacancies from about 30 to 13, said Administrator Penelope Clarke of the Public Protection and Human Assistance Agency.

Meanwhile, the sheriff has added a total of about 40 permanent and on-call deputies at the jail, Chief Deputy Daniel Drummond said. The reorganization also would improve internal communication and efforts to prevent inmate suicides, officials said. The transfer of jail infirmary services "really makes a lot of sense," said Smith, who will continue to oversee coroner services. The proposed new positions include nurses to reduce booking delays, increase sick calls and pill calls, Elk Grove board hears from public on proposed site for the campuses. By Sandy Louey BEE STAFF WRITER The Elk Grove Unified School District's plan to build a middle schoolhigh school complex on 106 acres at the northwest corner of Bond and Bradshaw roads received a mixed reaction at a public hearing Monday night.

About 80 people attended the hearing on the final environmental impact report for the district's plan. The report didn't change the finding of the earlier draft that the district's preferred location was "environmentally superior" to five alternatives that were considered, including separate locations for the two campuses. Trustees took no action, using Monday's meeting for public comment. The decision on whether the district should stick with the preferred location for Katherine L. Albiani Middle School and Pleasant Grove High School won't be made until next Monday.

Opponents of the project oppose construction of the two schools at the location, saying the site is fine for one school but a bad choice for two. The 3,400 students attending the two schools would worsen traffic jams and create safety problems, especially since the complex would be built near a fire station. Members of Citizens for Responsible Planning, a group opposing the schools' site, said the district did not examine true alternatives to the Bond and Bradshaw site. David Shell, who represented the group before trustees Monday night, questioned the need for the two schools, saying that the district did not consider building just a middle or high school at the site. Shell said the district also didn't look at not building the schools at all.

The district's "alleged overcrowding problem" would be eliminated by changing boundaries at existing secondary schools, sending students to campuses that have room, and by the opening of Edward Harris Jr. Middle School and Monterey Trail High School in 2004. "The bottom line is the eighth middle and high school shouldn't be built at Bond and Bradshaw," Shell said. "You're wasting taxpayer dollars." Citizens for Responsible Planning sued the district last year to block the construction. A court ruling ordered the district to conduct a new environmental impact report that looked at alternative sites.

The ruling didn't require that an alternative location be selected. Those backing the Bond and Bradshaw site said trustees of the dent district needed to approve the location in order to keep up with the burgeoning enrollment in the district. The district is projected to reach 80,000 students by 2010. "Overcrowding is severe and only can worsen if we don't move forward now," said Brad Strong, co-founder of Building Our Children's Future, which supports the schools' construction. Cliff Li, a parent in the district, said the schools are needed.

"No matter where you build a school, you'll have a problem with traffic," he said. Elk Grove officials say 31 new schools are needed within eight years to accommodate growth and reduce high school populations to 2,200 students and middle schools to 1,200 students. If trustees approve the site at Bond and Bradshaw next Monday, the district plans to seek money from a $13 billion state construction bond voters approved last month. After graduating from high school, Karl entered the Navy in 1935. During his 20 years in the Navy he was a band Director and musician assigned to numerous ships.

Most notable ships were the USS VINCENNES, USS INDIANAPOLIS, USS ENTERPRISE and the USS TICONDERO-GA. He retired as Chief Petty Officer. After his military service Karl completed his B.S. in education at William and Mary and received his masters at U.V.A. He was Band Director, Teacher and Principal for a total of 23 years for the Norfolk Virginia Elementary School System.

After retiring in 1979 Karl and Mary Jane moved to California. An active member of the Southside Community Church, Karl was a moderator, Sunday school teacher and sang in the choir for many years. Joy was born in Sydney, Australia on August 6, 1956. At ten months of age she traveled with her family to New Zealand and in March of 1970, the family settled in Davis, California.

Joy graduates from Davis High School and was trained as a Legal Secretary at Heald's Business College in Sacramento. She remained an Australian citizen. Joy worked as a Word Processing Technician for the Real Estate section of the law firm of McDonough, Holland and Allen in Sacramento and would have begun her twenty fourth year with them December 17th of this year. Her grammatical knowledge of the English language together with her technical skills made her an invaluable employee with the attorneys and fellow workers. Her typing skill averaged 140 words per minute.

From 1989 she served as the SecretaryTreasurer for Elijah Ministries. Her voluntary service in this capacity will be greatly missed. She rendered this work with enthusiastic ioy, asking no reward. She is survived by her husband of twenty years, Darby Vick-ery; her father, Bishop Ron Coady; Her brother, Calvin and sister-in-law, Lois Coady; her uncle, Kenny and his wife, Betty Coady, in Australia; her mother-in-law, Betty Vickery; brother-in-law, Kirby and his wife, Susan Vickery. She is also survived by nephews and nieces and numerous other relatives.

The Viewing will be at Davis Funeral Chapel, 116 Street, Davis, from 4-8pm, Tuesday, December 3. Born on February 28, 1935 in Lake Providence, LA, Mr. Washington had been a 40-year resident of Sacramento. An employee of for 15 years, Mr. Washington was one of the first African-Americans to qualify as a gas utility serviceman. He was honorably discharged from the U.S.

Air Force in 1961 Mr. Washington held numerous positions for many company and civic organizations throughout Sacramento, coaching Little League Baseball and supporting school activities. He achieved a 33rd degree in Masonry, served as worshipful master for St. Mathews Masonic Lodge 21 in Vallejo, CA, and was a member of Paradise Baptist Church of Sacramento. Mr.

Washington is survived by his children Kenneth Washington of Hampton, VA, Eddie Washington, Jr. of Torrence, CA, and Michael, Ronald, and Sherri Washington of Sacramento; sister Alpha Young of New Orleans, LA; and five grandchildren. Visitation will take place on Wednesday, December 4 from PM, followed by services at 2:00 PM, both at Saint Mary's Catholic Chapel, 6700 21st Ave. in Sacramento. He leaves a void in the lives of his Masuda family and leaves many nieces and nephews and their children. Fred was a graduate of the University of California School of Pharmacy in San Francisco, class of 1933 and was a practicing Pharmacist for 44 years. With his brother Harold, he was the owner of Ouye's Pharmacy located at 4th and Streets and later relocated to 10th and Streets.

The store is still in operation by his nephew Lloyd Ouye and his wife Lynne. "Poppy" was our hero, advocate, advisor; a man of integrity, compassion and wisdom. He will be greatly missed by family and friends.
